Regarding the import rules the history of why that came about in the US is interesting. Basically the German auto makers were getting their butts kicked in the US by people going over seas and shipping cars back under cutting the German sales efforts on US shores and the auto makers demanded that the US place a complete ban on imported vehicles but a few GOV folks thought that was a bit silly and created the 25yr age cut off instead.

As for that one above its not legal US material and he's only able to keep it due to his non resident status as a student which even that I bet he's had a few tickets for not having CA plates given SF police have cracked down on out of state plates and missing front plates on cars that have been in state for more than 30 days.

Now German car makers build many of their cars here in the US, and ship them overseas to buyers...

Surprised that no one noticed that the tag on the WA state plate says 2011 - so its either an old photo or its seriously out of time on the tabs...

I thought if you were a college student it was permissible to have your home state plates on a car... maybe not in CA though...

Didn't notice. Then again the original post is a few years ago. I think CA does allow it, but most students want to get their residency after 6 months so they can pay normal tuition rates.
