The 2019 allocation was exhausted around February, and anything on dealer lots after that were purchased speculatively by the dealers and remained unsold. GM has been doing that for a while to keep the special models special. They do the same thing with the upper trim Corvettes, and I see now certain Camaros.
2020 will likely have more, but I haven't seen the exact allocation.
