Primarily just needed outside for weatherproofing seams. Depends on what you're doing with it.

May be a bit of misunderstanding here, I use seam sealer for rain protection and seam grip for repairs

Seam grip is usually applied from the inside of the tent to seal leaks, as per the manufacturers recommendation. It will work on dry or wet fabric, the drying time is speeded up with humidity or moisture. A catalyst is available to speed up the drying time.
