Several new Wilderness areas are being proposed in the San Rafael Swell that will close roughly 74 miles of unimproved historic and mining roads. The Emery County commissioners voted to support the bill, which is part of S.47 in the Senate. Their approval was necessary for land swaps I believe.
S.47 is a huge bill encompassing several environmental and conservation bills that mostly have been lingering but never gaining traction over the years. There's merit to some of it but tying it all together IMO circumvents public debate and comment on significant changes, such as this.

Locals have been trying to head this off but it's going through Congress now.
