I don't know how many of you are using Osmand for your mapping needs, but I thought I would throw this out here. The app has the ability to use any image file you want to so the possibilities are literally limitless.

Looks like there is an easier way to do this.
If anyone else wants to contribute to this project we could probably save ourselves a lot of time. I propose that we make this as searchable and on topic as possible. Add at least the state to your post and any other searchable terms.
