Limiting Bandwidth on the road

I'm curious, is anyone using a wifi router/bridge on the road to manage wifi and data usage?

We use VERY little data, and are currently running a Solis-Lite as a "pre-paid" method of connecting when needed.
It works great, but the app is useless as far as wifi controls go. Occasionally we'd like to stream a TV show or even a Movie.
Many streaming apps will automatically reduce the resolution based upon available bandwidth.
But when we have a decent signal, the data transfer is fast enough for high def, and goes thru data FAST.

So I'm after a way to limit bandwidth to certain or all devices in order to conserve data (and $$)
Its not like we need HD video on a small screen anyhow. Plus, its would be nice to check/manage the devices connected to the Solis.

I've come across a few like this....
Would this do what I'm looking for?

And is there a better way to do this?
