yes it is definitely doable if you know how to TIG. I have a MIG setup but this is aluminum so I cannot help you there. But what you are asking for can be easily done by a competent welder. It's just a matter of cutting at the rear to the desired length and TIG welding the rear bars back. In fact the top of the bars in the rear bolt on, the bottom part is what is welded so really you only cut the bars on top to length and re-bolt the support bars, on the bottom you cut the angle iron and re-tig weld the support bar brace. Honestly nothing a competent welder wouldn't be able to do. There are even mobile welders all over Craigslist to take on that job for you.
