DRB II vs. test light or voltmeter

I read somewhere that you could get the info you need with a test light or analog voltmeter instead of the DRB II called for in the FSM. Now I cannot find it. I tried a search but came up empty, probable me. Can someone put the procedure here or direct me to the info.
