The EPA only cares if it's younger than 21 years old, unless it's on their list of 'identical' cars. This one isn't on the EPA list, but it's over 21 years old (or will be within the next few months depending on the actual date of manufacture);

Ok, yes, just about anything is possible, with enough money behind it. I know the ins and outs and trust me, this is not something you want to try to get involved in unless you are rich and have loads of time, and more time in reserve.
The DOT only cares if it's younger than 25 years, and doesn't conform to safety standards. It's not old enough to be exempt, but it is on the nhtsa list of approved vehicles, meaning it does conform to safety standards;

Certainly isn't easy, but it looks like it can be done. In any case, if it's not for sale anymore I guess it doesn't matter.
