Brake proportioning valve

Has anyone adjusted or inspected their rear brake proportioning valve before? I was checking mine today as I was under the montero and the lever arm doesn't move at all, even if I pry on it with a bar. Is it probably seized up or is it normal to have no movement? I can't see how the spring would have enough leverage to move it. Part is circled in red.

Thanks......now I’m thinking about mine again......many years ago I tried sourcing a new one and never found one. I never did understand exactly how it works, I thought that as the truck squats more under increased weight, it shifts breaking power to the rear......I think. Anyway keep us posted. I’d buy a new one tomorrow if you figure out where they’re sold. My guess is yours is seized. Mine probably is also.
