Are Mud Flaps Just As Good As Full Fender Coverage?

Are full mud flaps an acceptable replacement for full fender coverage, especially in countries typically very strict about tires not sticking outside the fenders? It would be really annoying to ship a truck to someplace like Australia or England only to have it languish in a customs warehouse because some official decides mud flaps alone are not enough.

It all depends on local regulations I guess. I say local because each province here in Canada have their own laws. Full wheel coverage is a must and mud flaps depends on your height.

There is no real replacement for full coverage, some places you will need both,
