Could be a Banks turbo, but I didn't see any Banks badges. More likely it's fuel injected and the guy doesn't know the difference.
The 460 is not 8.3l, it's 7.5l.
I also have my doubts about that "F-350 truck frame" claim.
If the guy was a gearhead he'd have posted more pics of mechanicals.
