1995 E350 Quigley wont shift through gears in 4-low

Runs and shifts great in 4x4 high and 2wd.....in 4-low it just stays in first gear or second if I choose it on the shifter. Wont shift through the gears.

Any idea what I should look for first?

Van doesn't know its in low range, I never recommend to be in low range & drive anyway, hold it in 1st or 2nd. If you need to go fast run it in high.

It used to have no problem shifting in 4-low....where would I look to fix this? I dont drive first in 4-low but like to run it on tight slow dirt roads to help control speed down hill (under 10 mph).

The indicator on the dash shows it being in 4x4......
