Toyota with the 1kz-te turbo diesel, swapped with a half clip into a 1995 toyota four runner. Vehicle was running fine and was shut down to fuel up, now it won't start and only cranks.

The engine has a mechanical fuel pump that is electronically controlled. It's currently getting no fuel and that's why it won't run. I can unplug the fuel spill control valve at the pump, apply 9v of power and she will start! Tracing back I can find a spill control relay, which has power but doesn't do a thing when the key is turned (must ground out?). I checked the PCM and had two very questionable capacitors, one being what looked like it was on the main power feed. Had these two replaced but still no dice! I am to the end of my knowledge. I can't comunicate with the pcm as far as I can tell, can't check codes or anything.

Am I missing something? Like a main fuse that powers the pcm but every fuse I test is good. Anyone have ideas?
