"08 Tacoma-What's under the plastic bed rail cover?

Can't get to the truck right now...Does anyone know what is under the plastic covers that are over the top of the bed rails? I know the bed itself is composite but does the sheetmetal from the body wrap over the top of the bed? Are there "stake pockets" hidden under there? If so, I wonder if I could cut the plastic and install a few of these:

The reason being is that this:

Will support 400 pounds on top of it, but you cannot access any tie downs that are in the bed when it is closed. My goal would be to have the retractable metal truck bed cover for security and the ability to but a few bikes or a cooler on top of the cover while in transit.

the metal bed sides do come up under the plastic bed rails. there are not any standard size stake holes as you would find on a normal bed but there are holes in different sizes so you may be able to make something work. i think that you will have to take the covers off to see if any of the options will work for you.
