Unfortunately I can’t really go down a wheel size. A lot of people have issues fitting 17” wheels that are not OEM and any smaller won’t fit. I tried finding OEM Rock Warrior wheels, but they’re pretty rare and I don’t want to deal with trying to find a replacement if something happens to one...

I’ve bought a few different lights from superbrightleds.com and have been impressed. They’ve been around for a long time and offer a great warranty. My Rigids are nicer. I have a 40” superbrightleds that was around 200$ that is very nice. Edit: I’ve never measured lumens or amp draw.
