Depends on what year van. They increased the size of the brakes at some point it think at 08/09. I know my 2010 I tried 16" wheels and they didn't clear the brakes.

I did not need new shackles on my 2010. Really as long as they are the same width and have the same diameter bolts there shouldn't be any issues.
