When I had it inspected by the CHP they gave me the option to have then create a new VIN tag and rivet it to the door jam. I have a picture of the VIN in the pictures link in the ad. Realistic cruise is 65mph ~ 2,200 rpm.

As long as the seller has Title in CO, you will just need to bring it to the DMV for VIN verification, there is no SMOG or CARB regulations pre 1998 Diesel. I have done this a few times before, you need to make sure they understand its a diesel.
