I use a combo of the E32 map on a Garmin Nuvi which is a downloaded add on map for purchase (
http://cartografiagps.com/en/") GAIA for Android and the open topo and sat view layers, and good old Google maps and Google sat and terrain view.
E32 has some off road routes labeled in it and has detailed topo maps. Gaia also has OK topo and sat maps and is what I use to save waypoints and tracks because it syncs online and I can seemlessly view what I have saved.
Honestly though by far more dirt roads, roads that are bad enough to need 4wd, and roads that are basically trails are on Google maps more often. Like 10 to 1 compared to all my other sources. All three make a nice combo but at least so far in central Mexico (Toluca) google has more actual roads, roads to trails, and actual trails listed.

https://www.wikiloc.com/ has tons of tracks to download for each state of Mexico. Worth the free registration.
For example these pics were just a quick trip out to a Google map pin I dropped near a trail visible on the sat view. The actual roads listed were 4wd to even get there and actually had a pretty decent rock crawl section I avoided due to fading light.
