3 inch pvc pipe, some 1/2 inch emt tubing with 90 degree elbows, gortex fabric and throw in a couple of hose clamps

cut a 1/2 inch slit in the pvc piping
sew a sleeve on each end of the gortex fabric
insert 6 foot length of emt tubing into the sleeve
roll up all the fabric and insert the emt tubing into the pvc pipe
pull the fabric sleeve out of the slit
Insert another 6 foot section of emt tubing into the exposed sleeve
attach pvc tube to side of cargo basket with 2 hose clamps
bungee the external emt tube to the pvc pipe
